03 Sep, 2023 in Emergency Response and Preparedness

In light of the ongoing border crisis and an alarming rise in drowning incidents, the Texas Department of Public Safety, Laredo District, has taken a proactive stance. In an effort to save lives and mitigate risk, the district is providing Swift Water Throw Bag Training to all of its Troopers and local law enforcement along the US-Mexico border.

We are here today, August 17th, 2023, at the ZTAC Educational Center in Zapata, TX. Numerous Troopers from Zapata and surrounding areas have gathered to participate in this invaluable training. Among the attendees was Sergeant Alejandro Barrera Jr., who emphasized the importance of the training, stating, "It is crucial for officers to not just be equipped with life-saving tools, but also to be well trained and confident to use those tools when they are needed.

Commander Freddy Hernandez of the Zapata County Sheriff’s Office played a pivotal role in organizing this training in collaboration with DPS District Coordinator, Trooper Andres Nava. Trooper Nava, who is responsible for making this training accessible to Zapata Deputies, is actively liaising with smaller agencies within his district and beyond. His objective is to extend training to more officers, thereby improving the frequency and quality of training and education for law enforcement.

District Coordinator Nava envisions a training community that collaborates effectively towards the shared objective of saving lives. He hopes this initiative will inspire other regions to adopt similar training programs, leading to a safer, more efficient, and better-equipped law enforcement workforce along the border.

A special mention and hearty thanks go out to Trooper Andrew Pecina, who has devoted himself to teaching this important training. His dedication to sharing his knowledge and expertise along the border from Laredo to Brownsville, TX, is truly commendable. His tireless efforts have not only equipped officers with life-saving skills but have also fostered a culture of continuous learning among law enforcement agencies. We are grateful for his commitment and appreciate his relentless pursuit of excellence in training for the safety and wellbeing of our community.
